Having once had some stuck in my hand, I hope this is not an urgent question! Those suckers hurt. Use tweezers, and try to get them out without bending or wiggling them, as it will hurt more and possibly damage your tissue.
The spines do this thing, where if you pull on them with something soft they release MORE spines from where you're pulling. (When I was 7 or so, I tried to pull one out with an oven mitt. It did nothing but get prickles in the mitt's fabric.)
If they're in your hand, go with an above answer. Yikes! But if you want to remove the spines off the cactus get a small pair of gardening shears and just clip them off

Some tape put on the spines will pull them out.
