Take it to a vet comes to mind, which you're required to do as needed in a timely fashion by law. There are no vets on YA, and without examining the dog even a vet can't help.......
How old and has she had a season yet because this would involve the vulva being more swollen than normal and if she's licking, that may have more to do with cleaning herself than much else. I'd see your vet - he'll be able to tell you what's going on and whether she's in season. If not, whilst you are there, book her in to be spayed.
If you dog is older than 5 months & not spayed it's time to do that because all of that is probably due to her heat cycle.
You need to clean up that area (including all the creases & crevices) with baby wipes, a warm washcloth or a soak in the tub & take her to the vet. It could be numerous things causing the irritation & swelling if she is already spayed.
You should take her to your Vet for an exam ASAP to rule out an infection or problem, then talk with your Vet about having her spayed, she is probably in heat. She will be a happier, healthier and live longer spayed.

Well the obvious reason is that she is coming into heat and if so keep her very very safe. If this isn't the case then she needs to see a vet.

Urinary infections need antibiotics, they'll run you around $22. Go to the vet.
