Why didn’t Trump and the Republicans reach out to Democrats to try to improve Obamacare?
Instead, Trump and the Republicans tried to push through a repeal and a very bad replacement to be enacted on the anniversary of the passage of Obamacare -- purely out of spite.
Arrogance and stupidity are first two reasons I can think of.
For something as complicated as Health Care Reform, Speaker Ryan should have recognized the divisions within his own party, and reached out to Democrats, and together sponsor a "bi-partisan" reform bill.
This reform could have put older Americans into Medicare, and allowed younger Americans to opt out of buying health insurance.
They could have provided some subsidies to unemployed or self-employed to buy health care, and provided employers with tax breaks, if they provided health care for their workers.
Most important, any real health care reform needs to have some regulatory commission, similar to "public utility" commissions to make sure private health insurance companies provided a quality product and did not raise rates just to make more profits. More of premiums needs to be channeled to the patient, not highly paid CEO's.
Regulation of pharmaceuticals to insure quality and reasonable prices is a must have in health care reform too.
Democrats would have supported a plan that covered more people with less costs. The GOP plan did not.

They never planned on replacing it. Just repealing it.
