He appears to be saying that when Trump was blabbing to the Russians he was too ignorant to give them full information regarding this classified information.

I have no idea what McMaster thought he was doing when he said that but it made trump looked like the incompetent president that he is.
It also doused McMaster's credibility.
Think about it. If trump hadn't been informed, how can he declassify information he knows not to be classified?
And why did they try and do damage control after trump told Russia our secrets?
All of it are lies.
Normally, the POTUS would consult intelligence experts on what should and shouldn't be said BEFORE meeting with foreign officials. But then, there's nothing "normal" with Trump or his "Administration." Trump is a little too cozy with the Russians, and he showed it last week, when he met with the Russians the day after he fired the Director of the organization that was investigating him.

He was lying by omission. And he knew it when he was doing it.
That's why he hedged his statement with "as reported"..... if there was one tiny, ambiguous aspect, or incorrect detail in the WaPo story he will respond to criticism that he lied to the American people with "I said as reported."
Not once did he claim that the broad strokes of what WaPo reported (that the POTUS did something that would have landed literally anyone else in prison for a decade.... and didn't even know he was doing it because he doesn't read briefings) was false.
And then Trump admitted a few hours later that the story WAS NOT false. The man throws his staff under the bus on an almost daily basis. What a clown.
