A "critical period" in the context of language learning refers to a biologically-specified window of opportunity in which a child can successfully acquire (certain aspects of) language.
The idea is that if a child is not exposed to language within the critical period, then s/he will never be able to acquire language fully (and thus, this is why critical periods are important).
