I think you are saying either the diameter of the circle is 28in. or else the radius is 28 in.
Area circle = π r²
if d=28 then r =14
22/7 *14²= 22/7 * 14 *14 = 22 *2*14 =44*14 =616 in²
if r=28
22/7 * 28² = 22/7 *28*28= 22*4*28 =2464 in²
