I believe the answer is D. I'm not entirely sure though.
A - 'Fluent' is an adjective modifying 'French', but 'few' is an adjective modifying 'Americans'.
B - 'French' is not the subject of the sentence; 'Americans' is.
C - I can't think of any situation where 'speak' can be an adjective.
D - 'Few' is modifying 'Americans', and 'fluent' is modifying 'French'.
Again, I'm not entirely sure that I'm right; grammar isn't exactly the easiest subject for me, aha.
