I am mid restore on my car and the guy who painting it and welding on pieces told me it would be about $5000 labor and paint. Does that mean the price of labor and the price to buy the paint? Since painting the car is labor is that what he means?

I agree a car should buy like a sandwich!
Got a phone? Got the shop's number? Know how to dial or are your dialing fingers broken. Call the dude and ask him to explain his quote before you start dragging others into this.
WTF - - how are we supposed to know what he meant?
Try asking him
It means what is say the price is for them to supply the paint & labor for the work.
Well, did he say Plus the paint or did he include it? Wrack your brain. I think he wants $5000 for his welding and the paint maybe another 5Gs. If 5 is the total bill, it is good. The other way, time to bail.
That is the total bill.
paint costs money and the rest is labor. Him doing the work. All together its 5000 to paint your car, parts, supplys, and labor.
Your getting ripped off I'd say , price like that you'd think your gold dipping a Ferrari
Parts and labor is just another way to say total
$5,000 should include the labor for welding and welding supplies, the cost of the paint and the labor for masking unpainted surfaces and applying the paint
