You can either get the phone from any provider and flash is your self from a local cell store or buy one already flashed from e-bay or amazon

Verizon does not unlock their phoes. I would not recommend it flashing it yourself. Something might go wrong then you might land up not having a working cell phone. Try looking on craigslist.org or ebay.com for the Chocolate fully flashed.
