It has nothing to do with the separation of church and state, but rather living under the rule of both. The church and God's word requires a tithe of 10% of your earnings, while the government also requires a specific amount of your earning to be paid through income tax and many other forms of taxation. What is meant by this is a Christian should not forgo either because they pay one or the other.
