Simple answer. James was written after Genesis.
Firstly, James is speaking of a specific kind of temptation: one that leads to sin. Sin is transgression of the law. I John 3:4. There was no law until Exodus.

Hebrews 5
12For when for the time ye ought to be teachers, ye have need that one teach you again which be the first principles of the oracles of God; and are become such as have need of milk, and not of strong meat.13For every one that useth milk is unskilful in the word of righteousness: for he is a babe.14But strong meat belongeth to them that are of full age, even those who by reason of use have their senses exercised to discern both good and evil.
Malachi 3
13Your words have been stout against me, saith the Lord. Yet ye say, What have we spoken so much against thee?14Ye have said, It is vain to serve God: and what profit is it that we have kept his ordinance, and that we have walked mournfully before the Lord of hosts?15And now we call the proud happy; yea, they that work wickedness are set up; yea, they that tempt God are even delivered.16Then they that feared the Lord spake often one to another: and the Lord hearkened, and heard it, and a book of remembrance was written before him for them that feared the Lord, and that thought upon his name.17And they shall be mine, saith the Lord of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him.18Then shall ye return, and discern between the righteous and the wicked, between him that serveth God and him that serveth him not.
James 1
14But every man is tempted, when he is drawn away of his own lust, and enticed.15Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death.16Do not err, my beloved brethren.
