being CHARGED with a felony creates NO RECORD, as there is a PRESUMPTION of innocent until proven guilty beyond a reasonable doubt. You may still make private purchases because there is NO FELONY CONVICTION on your record.
If you can't legally buy from a licensed dealer, you can't legally by from a private party. HOWEVER, if you were not actually convicted, merely being charged DOES NOT prevent you from buying whatever it is from a licensed dealer.
Note: I ASSume you are referring to buying a gun in the US.
Update: After reading you comment to JJ's answer, If a licensed dealer won't sell to you, you PROBABLY failed the background check, and can't legally POSSESS a gun. You need to find out WHY. My bet is you actually WERE convicted of at least one of the felonies.
