Here's how the conversation will go. "I think someone hit me". "What do you mean? Did someone hit you or not? If they hit you, they hit you. If they didn't, they didn't. Don't waste my time".
Did your vehicle sustain damage? If so, simply report the incident to your vehicle's insurance provider. You can tell law enforcement that "I think someone hit me while on the highway". They would look at you as though you were daft.
You cant say its a hit n run, because you didnt stop either. Have you stopped, got out and looked for any damages?...your not even sure IF you got hit or not.
You can still report it. But the odds of anything coming from it (like you getting your damages paid for) are slim to none without any significant identifiers

You can report anything you want.
You "think" someone hit you? You don't know for sure? How can that be ?
You can report it, but you might want to put down that glass pipe and let the effects wear off first.
How could you not know? High on PCP again are you? Have you even bothered to check for damage Yet? EPIC FAIL.
If you didn't stop at the incident, and the other car didn't stop, you BOTH hit and ran.

You THINK? If I were you, I'd sober up first.
