If you feel obliged to apologize, then do it. However, i think that you definitely do not need to. She was looking onto your property at you whilst you were doing your own private activities, and she has faced the consequences of her nosy actions. If she reports it and you get charged with something, fight the case.
Well, first off I'd refrain from masturbating in the garage in the future, or at least make sure all doors are closed and my privacy was secured.
