That problem is most likely cause by the Windows Messenger Service(not to be confused with any program used to Instant Message). follow the intructions below to turn that service off completely. You do not need it for normal home use, as it is implemented for messaging over networks.
Windows XP Professional
Click Start-> Settings -> Control Panel
Click Administrative Tools
Click Services
Double-click Services
Scroll down and highlight Messenger
Right-click the highlighted line and choose Properties
Click the STOP button
Select Disable or Manual in the Startup Type scroll bar
Click OK
Windows XP Home
Click Start-> Settings -> Control Panel
Click Performance and Maintenance
Click Administrative Tools
Double-click Services
Scroll down and highlight Messenger
Right-click the highlighted line and choose Properties
Click the STOP button
Select Disable or Manual in the Startup Type scroll bar
Click OK
From the other answers it sounds like spyware/malware...you would still want to kill the messenger service anyway......
