I have a “friend” who’s not my friend but thinks they’re my friend. My “friend” won’t leave us alone and keeps destroying people’s lives. I want to tell them but I don’t know how. How can I make them finally stay away?

Say to them, "I think it's best we don't hang out anymore", or act as mean as possible to them so they go away.
There's no easy way of doing this, the quickest way is to say it to their face.
Make sure none of your other friends have gained some sort of a like to this person, because if they have, why not just leave them to their own devices and you can hang with your other friends?
dont just tell them their not your friend but ignore them and act like you are annoyed when ever their around i had the same situation and thats what worked for me and also what happened to me is people will start noticing what he is doing and would then go and confront him about why does he follow you guys around
