It's really hard to answer this question without any other information about the situation. For example if he's usually outgoing around girls that he likes then he probably doesn't like you. But if like most guys he gets shy around someone the more he begins to like them then he probably does.

Just make sure though that you're not reading into things too much. If you still have a soft spot there for him then you could just be subconsciously hoping he likes you because obviously there's a reason why you used to like him but not as much any more (I'm guessing because he didn't like you back in the past.)

So yes it does sound like he likes you but just make sure there's at least a couple of other people who believe that he likes you as well. It's easy to believe someone likes you by searching for any small signs in the way they act just because you want it to be true. If you want to play it safe then wait for him to make a much more significant/obvious move that suggests he likes you, otherwise if you don't mind risking it then start hanging around him a little and flirting or whatever and see where things go from there.
