Yes. Prayer as a solution to social issues is useless. The world would have been at peace a long time ago if intercessory prayer had any actual effects.
It sounds like this police Chief is just being an anti-religious bigot for no reason other than to be an anti-religious bigot. Now if he was responding to a question from the media where a reporter asked him, 'Do you believe we should elect people to pray for us or lead us?' His response would make sense. Though most likely he's responding to an elected official who said something to the effect of, "our hearts and prayers are with the victims" - which his response to such a comment would be proof of his bigotry.
So which is it? Is he a hateful bigot or was he responding to a question from the media?
In any case, an elected official can both lead and pray for people. Why would you assume they can only do one or the other? Agian, context is important if you wish to have actual answers to your ill-advised question.

Yes. Prayers are as useful as wishing. It might help the person praying feel better, but in reality it changes nothing.
