Let’s say I have $52,000 and lack the discipline to pay myself $1000 or less every week for the next year. Is there some type of account that I could deposit this money into that would automatically pay me $1000 every week?

Nearly EVERY bank will allow you to open more than one account, and set up automatic regular transfers from one to the other.
Steven is right. It's easy. Banks or credit unions can do this.
Yes there are annuities that do that. But you cannot get the money sooner if you need it.
