The fire dept will give you free advice on what to do . That's what you pay taxes for . It is probably beeping because a detector needs a new battery . The detector that is beeping is the one that needs the new battery .
Telephone your neighbor. The battery has to be taken out. Either replace with a new battery immediately or some other day.
Smoke detectors work the same for the disabled just as the abled. Hit the button on it/reset it.
ask someone for help
replace the battery
Don't wait for "somebody" to do something. YOU ARE THAT SOMEBODY so do a good deed and help that person out.
there is no useful way. That person needs a friend or neighbor to come over and reset the thing
I take it this is a neghbor? Then go round there yourself and change the battery for him/her. (I take it that it isn't sounding because of a fire!)
The process to silence a smoke detector is determined by the smoke detector, not by who lives in the residence.
A broom handle.
