Well from the picture all I see is darker pigment colored spots, if you do see and have pus filled bumps then a Vet visit is in order, we all are just guessing here. Good Luck!
The larger spots look like coloration/pigment. Our Border Collie had these under her fur, and I never noticed them until she was quite old. Smaller dots could be yeast rash. If there are spots on the neck, possibly flea rash?

I really can't make out the bumps on the pup's belly but the fact that you say some are puss filled makes me suspect that she has gotten into some poison ivy, oak, or sumac all three contain an oil called urushiol which can cause such a reaction if the dogs' skin were to come into contact with it. I suggest you give the dog a bath with some Dawn dish soap while wearing rubber gloves. Just make sure that you don't get any in the dog's eyes! The oil is very potent and you should thoroughly clean whatever vessel you wash the dog in especially a bathtub or someone may end up with the same rash on their feet.
