You may bring them back on your flight and there is absolutely no Philippines Custom's Import Tax. I know this as fact because my Filipina wife and I have purchased flat screen LCD TV set in Hong Kong and brought back to Philippines during one of my trips and have purchased other appliances in Hong Kong to furnish my Manila condo.
Sec 105 of Tariff Code, sub paragrah F and F1 allows Balikbayan returning Filipino's to bring one like item into the country and pay no import tax.
Depending on what kind of parts of the computer you personally brought into the Philippines. If it only use personally then you are not tax for it but if it is a bunch or bundle of computer components naturally the government will impose tax on those items, for common sense, why would you bring into the country a bunch of computer components when you can easily buy them also in the Philippines. It only shows you have the intention of selling them inside the Philippines for a profitable income and depriving the government of appropriate due taxes on each individual items.
Because you will obviously be question on why did you bring a lot of computer components for your own computers at home? Very likely. Why you have more than one computer at home? Unless you have a shop that is being use as a computer shop or internet. So if you are going to use these components for your business naturally the government have to tax them so that while you earn from these items the government also earn from your own income, fair isn't it? So this is how taxation works in the natural way.
It is not true just because the person is a balikbayan he or she can bring a lot of stuff back to the Philippines without taxes. That is completely baloney. Why the government will just allow such OFW to bring anything without taxes? If it is only for personal use why not, no taxes will be imposed, but if it already a bundle or as you put it a bunch of one single item, that is not anymore allowed by the government.
