Your dog would have been I would have accepted to groom. I specialized in dogs with behavioral problems cause I have a special way with animals & I had long before went to a dog training school to become a dog trainer. I was able to do dogs that other groomers refused to even try. I got a lot of Vet referrals cause many dogs needed to be shaved down & were just too aggressive. Most of the time I did not need a muzzle but that was just me. Canine Behaviorist, retired dog trainer, retired dog groomer.
When you go looking for a groomer, tell them that he is a problem & ask if they will do him & how they want him brought in. muzzled or unmuzzled. Try to stay away from the bigger shops, too busy in these shops & too many dogs. I did not advertise, all word of mouth & Vet referrals.
Ask the groomer.......duh.
Nope! Way too much of a liability.
If YOU can't groom your dog why the hell do you think others can? Plus how much grooming does a German Shepherd need? Bathe your dog outside with a freaking hose and comb its coat out once a week.
YOUR fault you haven't trained this dog NOT to be aggressive. Hopefully you end up sued within an inch of your life when this beast attacks someone.
All I can say is that if your GSD will not ALLOW "you", her owner to groom her then she does not have any respect for you at all.
Also if your dog tries to bite strangers for no reason, she has weak nerves, which make her view them as threat and she is a "fear biter" which is the worse trait a GSD can have.
The dog sounds a a bit of a wreck and I doubt any groomer would want to try and handle such a dog, even with a muzzle on.
And without knowing the age of the dog and if you have owned her since a puppy, and if so, how much socialisation and training you gave her, I cannot even offer any positive advice at all.

Call around to some local grooming places and ask for yourself. Some groomers won't deal with it period and will stop grooming and call and have you come get your partially done dog and charge you for a whole groom.
You can but ask!! Some might, many won't. And in my opinion, muzzling a dog can make a bad situation even worse if the dog feels at a disadvantage. Hopefully you'll find a groomer who will work with your dog to make him feel more comfortable about being handled - far better to do this slowly than make this experience frightening/stress for the dog. You may find that once up off the ground, your dog behaves better. Mild sedation might be one answer?
That is up to the individual groomer
Would be up to the specific business. Inform them in advance and see if they will take him or not. Most groomers won't take an aggressive dog. Many vet practices will provide basic grooming to more difficult dogs under some amount of sedation.
I wouldn't think so. A dog can still be aggressive while wearing a muzzle. The dog will most probably lunge and squirm which will make grooming impossible anyway. Also very stressful for the dog.
That's definitely up to the groomer, ask them.
