I believe you are talking about titanium. and the only country that has used titanium for a submarine hull (other than research vessels like Mir I & II and Alvin) was the former USSR. Their Akula class Hunter-Killer subs were titanium. they could dive very deep, but their reactor and propulsion systems were so noisy they couldn't sneak up on anybody.
. . . I'm not entirely sure your what your question is, but all of those are made from polymers or use polymers, which are more than just one element. Most polymers are long chains of Carbon (C) with various other things attached.
