Some towns have “noise pollution” laws and others dont. As long as your car is compliant with where you live, is that all that matters?
They can’t ticket you somewhere else as long as you are compliant with the area they live, right? I mean they can’t expect you to check the local laws and alter your car every time you travel lol

WITHOUT reciprocity laws, you CAN be stopped and/or arrested for breaking a law in one city which you are legal for in another city.
For example. If there IS a Reciprocity Agreement between City A and City B, then you can be legal in City A, and City B MUST honor that.
\But if there is NOT a Reciprocity Agreement between City A and City B, then youo can be legal in City B, but still get arrested in City A.

You do not have to modify your car every time you want to travel. you modify it ONCE, and make sure it meets that strictest requirements all the locations you travel through.
yes, that's exactly what they expect you to do, most cars are compliant with all noise pollution levels when they are sold, so it's only after market modifications or your exhaust falling off that will get you into trouble.
Edit: Think of it this way, if the speed limit in your town is 30, but the next town over is 20, then if you drive through at 30 you're going to get a ticket. Part of the responsibility of owning a car is knowing the applicable laws where you are.
