You can ask for anything. It doesn't mean you are going to get it. He will not replace the floor because there is liability. You have a rights while you are renting, so he cannot be replacing a floor unless it is a hazard. Floors should not need replacing every 16 years. However, if you want to do the work and pay for a new floor, he might allow you to do it.
I'd ask permission to do the repairs myself, but realize that it is their upgrades in the end. My hubby has negotiated painting the house in exchange for the O.K. to pay for the paint and we did the painting.
Is there an issue with the tiles? Tile should last much longer than 16 years. If you want upgrades, then you'll end up paying for them next time rent is allowed to be increased.
Replacing tile, carpet and painting is not necessary as long as it is still in working condition. These items would not have an effect on your landlord increasing the rent.
You might ask your landlord if he/she would replace it. Which is it with the tile? Does the title need replacing because you want it replaced or is it in need of repair as your last sentence indicate in your statement?
I hope this has been of some benefit to you, good luck.

You can ask but he can say no. If you don't like it you can move but if the tile is in decent condition he doesn't have to fix it.
Sure you can ask, unless you live in a rent controlled area it is perfectly legal what he is doing
Ask him whatever you want.

Does it need to be fixed or are you just talking about updated/remodeled?
Is the tile broken, or merely old?
You can ask your landlord to fix things that are broken, sure.
16 years isn't cause to replace anything in the bathroom that isn't broken or damaged.
Yes you have to pay. You can ask about the tile...but don;t expect it to be done.
