I don't think a refined over-processed flour is good for dogs. Better stick to whole wheat, it's better for humans as well.
I would not use a all purpose flour. I would go to the store and either buy whole-wheat or a gluten free flour (such as garbonzo bean flour). I don't like feeding my dog any grain products and garbonzo bean flour is a great subsitute.
