If my body temperature is 98.6° F, how come it starts to feel warm to me at only, say, 80°F?
I mean, if my body is ALREADY that hot, how come I start to feel like the outside air and temperature is getting hotter than I am at about 80° or anything below 98.6° for that matter?

That's your core temperature. The temperature of your extremities and skin surface, if uncovered, is much less than that.
