Just my opinion.....highlights in the fall and winter are not so cool. You might want to wait and save up all your bargaining skills and try again in the spring/summer. Also, if you're really young PLEASE don't mess up your poor innocent hair with all these chemicals. I waited until I was 18 to dye my hair and I still wish I had just left it alone.
If you're hell-bent, though, it just depends on the type of person your mom is. Does she base her actions more on reason or emotion? If reason, appeal to her practical side. Shop around for the best "deal" at salons and show her that it wouldn't cost much money. If she's an emotional person, appeal to her emotional side by saying it would make you feel so much better about yourself, lift your self-esteem, etc. DON'T say "but so-and-so has them." It's not a good argument, and I wouldn't care if my daughter said that to me.
Don't manipulate your mom, just use common sense and tact. Don't whine either. If she says no, accept it and go for a nice haircut instead. :)
Just calmly sit your mom down and tell her your feelings (I talked to my mom about dying my hair and she said ok)
Tell her why you want to get highlights, and tell her that salons have new dyes that don't damage hair. Get natural hightlights, otherwise she will say flat out no or you'll be unhappy with it.
If you approach your mom and tell her your feelings she will most likely understand how you feel and respect your decision.
She probably wants you to wait a year or two so you can have more time to think about it.You're thoughts about highlights could change in the next two years. If you get them now there's no turning back.
Tell your mom that you'll clean the house or something you know, make a deal, then if that doesn't work then ask when you can, if she says never, then do it anyways..(she'll get over it)
If you bold enough get an at-home kit and put them in yourself Get a simple shade that'll blend with your hair well When you mom sees how subtle & good they look maybe her mind will change plus once they're in they're in lol

Highlights are bad they damage your hair, but just tell her they look pretty and everyone else has some.
