As you have to be earning x3 the salary to rent a £600 rental, so earning £1800 a month and it depends what if anything is included in the rent or not, what heating is in place and how insulated the flat is...it depends on usage of utilities and what you 'need' to make your life livable.
You will be paying CT, depends on the council and band the property is in, living alone you will get a discount of 25%, telephone, electric, gas will depend on what you use, you need to pay for a TV licence, likely broadband and all/any other things you 'need' like Sky etc food, of course and possibly furniture
Where in the entire world are you looking to rent?
Assuming you mean the UK; rent costs vary massively depending on where in the country you are. For example in Eastbourne you could get a nice 1-2 bed flat for this; in London you wouldn't get a studio flat.
I spend about £200 a month on council tax and utilities in my one bedroom flat. I'm in London but it really does not matter where in the country you are, other than rent the costs are about the same. Mostly it depends on how extravagant you are. I don't own a television, for instance.

Bills depend on property size, and what you use.
