How did Larry Eugene Phillips Jr and Emil Decebal Mătăsăreanu get their hands on assault weapons?
I am referring to the individuals who were the bank robbers in the 1997 North Hollywood shootout. Phillips and Mătăsăreanu were dubbed the "High Incident Bandits" by investigators due to the weaponry they had used in three robberies PRIOR to their attempt in North Hollywood. They had already killed someone. How did they get weapons?

Phillips supposedly purchased some of the weaponry, despite being a convicted felon. Just who sold these firearms to them and under what circumstances is still unknown. Mătăsăreanu was under no such restriction.
They were not arrested after the earlier robberies, including the fatal one, as their whereabouts were not known to police. Theoretically, they could have purchased additional weapons while on the run from the earlier incidents.
