Its like other laws... like non poliferation of nuclear weapons. You sign one thing because it looks good as a position and you know your competetors will abide by it, then you do as you want , knowing that only your competitors are hampered by your documents. like china, north korea, middle eastern coutnries... all of obamas favorite places.
Because they refuse to fund enough inspectors. The refusal to fund is because they are in the pay of the big corporations.
They don't have the resources to enforce them. Violators are little fish in a big pond. You can't catch everyone that does something illegal.
