This is a really awful word problem. They didn't even bother telling us what 'x' is. All you have to do is add the two polynomials, since they each represent a part of the total cost.
(2x^2 + 14x - 9) + (12x - 3)
2x^2 + 14x - 9 + 12x - 3
2x^2 + 14x + 12x - 9 - 3
2x^2 + (14 + 12)x - (9 + 3)
2x^2 + 36x - 12
