I'm really not certain, but Pet Passport was introduced by the UK, so that dogs, from a lot of countries, not all, can come into the UK without having to go into quarantine in this country for 6 months. Their 'quarantine' is done in the country they were born in, via qualification for the Passport which usually takes up to 6 months to complete. When we took our hounds from the UK to Canada, they needed a Health Certificate and that was all apart from the KC Export Certificate so we could register them with the CKC for showing etc.. When we returned to the UK, with our then hounds, they had to go into quarantine for 6 months because Pet Passport hadn't been introduced.
I'm pretty sure, as both the US and Germany have rabies (which is what we in the UK are so jumpy about!!), you'd probably need a Health Certificate, and maybe proof that your dog's rabies shots are utd. In other words, I'm not sure that the Pet Passport, for use between the US and Germany, is relevant? Speak to the US authorities about this - they may be able to tell you about US into Germany too.
