They have enough power, they just choose not to use it.
The federal government exercises a lot more power than the Constitution permits.
But the Constitution is just a contract. The States and the People have kept Our end.
DC has nullified its own powers by acting outside restraints agreed to in the Constitution.
Of course, we're more concerned about them liberals & conservatives to worry about trivialities like constitutions.

theres checks n balances in the three branches of goverment so there pretty much equal, but for agencys they shouldent get a lot of power becasue we didnt vote em in, there not in the constitution etc... but the CIA is the s**t though

I can think about 15 agencies that have to much, lol.
