We sure thinking of spending summers in and eventually retiring to Spain and we are looking for our perfect spot. Here's our wish list:
Great mountain views
Close to hiking/national parks/skiing (<60km)
Quaint architecture/picturesque town
Clean and safe
Reasonably close to a city/large town (maybe with a university)
Not sweltering in the summer
Is that too much to ask??? We don't really care about beaches, we don't mind the rain, we speak fluent Spanish (but not Catalan or Basque) and we don't need jobs there. Also, we don't mind large towns or cities, so long as they are historic and well-preserved.

For skiing? You'd want to be in the north. I'd go for someplace in the Pyrenees.
All of Spain has quaint architecture, though that varies by region...you might not think the buildings are as quaint as the next guy would.
Given your last bit, I'd just go to Zaragoza. Segovia might work, too, but I'm not sure how close the skiing is, there.
BTW, not a lot of skiing in the summertime...the mountains aren't THAT high!

i've got been and lived in Spain. in no way heard of city. Sorry. possibly a very small city, probable a suburb of Burgos. Burgos has a stunning cathedral. you are going to have a blast! bypass away something to ask your self you once you get there!
