Been pulled over and given 3pp and a £60 fine for using a phone while driving?
I was sitting in my car in stationary traffic. I was using my ipod to play music through my radio and decided to skip a song then put my ipod back down while traffic still stayed stationary. Do i have any chance of an appeal?

Yeah. Just demonstrate that you weren't using a phone and you were on your ipod (assuming that's not illegal too). Maybe request a history from your phone company to show you didn't receive or send any messages or calls at the time.
