Sure, My 1SG at Ft Riley was an E7. My first unit in Germany, 2 of the PSG were E6s. One of them for a while was also the Plt Ldr.
But to have the ISG an E7 and all the PSGs E6 all in one company is extremely rare. But you have to remember the rule for positions and slots. 1 up 2 down. if the PSG slot calls for an E7, an E5 through E8 can be slotted into that position. Or for the 1SG position, an E6(SSG) all the way to an E9(SGM) can be slotted as a Company 1SG.
In my unit currently we have mostly E8s filling the E9 positions. The reason why is that HRC has our unit as low priority for fill because we are not involved directly in the Middle East. Units going to the Middle East (deploying) get priority.

yep it happens. our 1SGT just PCS'ed to a new unit and our PSGT is an E-6. It's usually temporary but who knows!
