AFC Title (San Diego/Cincinnati) Steam Is Coming In Off The River While It's (−9°F, −59°F Wind Chill)?
It was called the "Freezer Bowl"

I'm just curious how it can be so cold ... even cold enough to make this happen.

I think it happens when the water is warmer than the air
like the other night i was outside & it was like 40 out & steam was coming off the pool
