When
both resistors are connected in parallel to an
emf source of 13 V, the current through the
unknown resistor is measured with an ammeter to be 3 A.

V = I x R Ohms law
R= V/I
R (of unknown) = 13/3
R = 4.3 Ohm
The simple way to find this would be by using Ohms law (Voltage is equivalent to Current multiplied by Resistance).
So V=IR, therefore R=V/I
R= 13/3
=4.3 Ohms
R=E/I
Just do the arithmetic and get your answer.
