This is always based on the chip design itself. Some chips run cooler than others. Below are links to a few sites that shows many critical temperatures for various chip designs (Both AMD and intel). In many situations you should be taking notice if your CPU is reaching these temperatures. A good working "modern day" processor should be idling around 30-40C and 60-70C under full load. You can alter these temperatures of course by good case ventilation, cpu fans/heatsinks and better thermal paste like MX-3 or Arctic silver.
