There are plenty of tall buildings in cities.
Most of their tenants must pay their own electric bills regardless of their
commercial or residential classification.
But most building owners, in the northern region, pay for the energy
needed to provide heating.
Why are building owners not capitalizing on the wind available at the
roof level of these buildings?

here is an example of a building with wind turbines....

Wind turbines produce noise and vibration which would annoy tenets on the upper floors. Many building designs would make installation and repair of wind turbines hazardous. The power produced is intermittent and puny compared to the energy usage of the building in most locations. Ice and snow can disable the wind turbine. Cost effective is rare. Solar panels would be better in very sunny locations.
Wind turbines and solar panels on cell phone towers may however be good as the tower needs a modest amount of electricity to run the electronics. Neil
Wind turbines mounted on existing buildings would overload the building structures.
Wind turbines are very noisy and would really disturb anyone living or doing business in the buildings.
Wind power is much more expensive than power furnished from the utility power companies and wind power is very inefficient and only operates about 30% of the time.
If it were not for the government subsidies that our taxes are paying for there would be no wind turbines in operation in this country.
to have a building at a certain height you must have a permit to buy the air space in order for it to be legal. also, wind turbines while being very resourceful for residenttial homes does not create enough power to supply the correct power needs... to do so would require extremely large turbines that would be expensive and difficult to safely build. all in all it would be way more trouble then theyre worth.
There are some great points in the above answers but one that they didnt mention was the aseshetics of it.
Its sounds silly but how something looks is a big contributor of wheter or not it will be invested in when it comes to things of this scale. People making decisions based on that are kinda of screwing them selves over in teh long run but its the way it is.
If you could hide it, make it cost effective in the long run, and gaurantee safety for people maybe it could happen.
