Why would “that” be?

First of all your facts are entirely wrong. The Bush administration doesn't "budget" money for specific criminal operations. You are talking about funds through the DOJ, the FBI, and the US attorneys office. The funds given to them are by Congress, not the President. The bounty on bin Laden is a bounty, a prize, not a budget. The actual cost of going after him is in the billions, not 25 million. It is ok not to like Bush and try to tie him into all kinds of stuff. But this is ridiculous. Is each President responsible for ever Fed case while in office? Think about what you are saying. Put down the blunt. And why is "that" in quotation marks? And there were 55 arrests and prosecutions in Operation Pipe dreams!
I'm pretty sure the operations to get Bin Laden have cost just a little more than $25 mill. Last number I saw was around $622 bill.

You are calling the total cost a bounty on the one hand, but only considering the reward offered on the other.
We have spent a hundred billion trying to get Osama and we spent 12 million in a dragnet that got only one pothead.
Tommy Chong was the only one to get a prison sentence, the other 54 people charged were either fined or sentenced to home detention. It wasn't just about him.
Actually, Bush has spent Hundreds of Billions and thousands of American lives pretending to try to get bin Laden (invasion of Afghanistan)...I just wish he didn't pretend just so he could invade Iraq after 9/11.
Your equation is incorrect. You are comparing the $12M that was aimed at a group and movement with one person in particular. So I guess your book needs to be edited.
you are mixing rewards with overall budgets.
The total budget involved with hunting Bin Laden down is basically all of the Afganistan war money for the 1st few years. (i.e. Billions)

btw a 25M bounty is a reward, the whole war is to get OBL and it cost much more. do the math and learn the definitions of the words you use. Ask your teachers if you need help.
