Why can’t an employer verify my places of employment?

So I’ve applied for employment with a company that I’ve worked for before. I don’t remember this ridiculous and extensive process. Of course I was offered the job, contingent on passing a background and drug test. I got fingerprinted and did my drug test as asked. The background check company emailed me to say they can’t verify three places of employment so now I have to get a recent pay stub (which the last one I have is front May). To break it down I was employed at Company A for a year. I accepted employment at Company B on a trial basis, decided I didn’t like it and went back to Company A. I don’t have a more recent pay stub from Compnay A because I have yet to get another paycheck. Their payroll is weird. They’re asking for tax returns from 2014-2018 which is fine except the fact I don’t see any information on there that says where I’m employed unless I’m just ignorant. I was able to get 2018 for free off turbo tax, but I simply can’t afford to pay for the others. They told me to use irs.gov. Well regardless of all the information provided, irs.gov says they can’t verify my phone number so I’m going to have to get them mailed which might take too long. I don’t see why it’s my job to do this. Why couldn’t they verify my employers? Does that mean they were called and got no answer? I will call them myself if it’s an issue.
