Cecelia, I absolutely love it and Celia, and plan on using Celia for my daughter should I have one. I prefer the spelling above to Cecilia because it looks a little more complete and substantial on paper. Cecelia is a bit softer I suppose, but with a middle name that's frilly like Felicity (The combination I'd use is Celia Felicity, which is where that came from) you don't need the extra softness.
I see it more commonly spelled this way, thus making it seem like the correct way in my mind.
If I ever used the name I know it would get spelled this way automatically too because there is a school in our town that has Cecilia spelled like that in the name.

I love the name Cecelia. I don't like the other spelling. It just seems out of place to me. Cecelia looks extremely elegant and complete. I love it.
