i mean i would say if you don't pay your rent they can evict you if the state did not make it illegal to do so because of the pandemic and not most states did.
For those who lost their jobs due to covid shutdown of their employer, they may qualify for a temporary deferral in paying rent, and cannot be evicted for non-payment at present. Has nothing to do with any other grounds for eviction, and does not apply to previously owed back rent.

It's not legal in most states but, in my state, the tenant still owes all the rent and it will have to be paid in full within one year

There were reports that we had at least to July to settle up before any eviction could be enacted.

Yes, you can... But unless the owner is strapped for cash, it is a "dick move" to do so...
