The USA is a REPUBLIC, and in a democratic republic the representatives are elected by "popular vote" but are then REQUIRED (in this case by the US Constitution) to vote on spending according to their PERSONAL BELIEFS....if/when the electorate don't LIKE that they get voted out! That is how a democratic republic is SUPPOSED to work!
If Representatives were supposed to just "do what their voters wanted" you would have a parliamentary system rather than a republic!
