Well, John Locke believed that everyone was born natural rights that they were entitled too, three of them being: "life, liberty, and property". Thus, a government is merely needed to protect these rights.
So knowing that, it's pretty straightforward. Since tyrants tend to be controlling and unethical, they violate the natural rights of their citizens. Locke did not like that idea very much.
