What route should I take to evolve my Swadloon in Pokémon Black?
I have a level 23 Swadloon. When captured, it went straight to the PC, so I've taken no steps with it. I don't want to use vitamins, because I'm a tight wad. How should I go about reaching happiness to obtain a Leavanny in the most painless manner?
Should I stick an exp. share on the Swadloon and level him that way, or does an exp. share not affect happiness?
Should I put a lucky egg or sooth bell on him and level him? If so, about how many levels would that take?
Should I put a sooth bell on him and simply ride my bike around, or will that take too long?
Or is there another combination that I'm missing?

In my experience the best way to increase a Pokemon's happiness is through leveling and daily happiness increasing events.
In Black and White, you can increase your Pokemon's happiness in Castelia City -> Castelia Street in a building. Go there once a day to increase your Pokemon's happiness by 3.
My methode however also involves eggs. The best way to quickly increase your Pokemon's happiness is by starting very low. Put your Swadloon and one more Pokemon (Ditto is the best choice) in the Daycare Center and wait for the egg to be created and hatch it. Every level up increases your Pokemon's happiness by +5/+6, after it reaches 100 it becomes +3/+4 and after 200 it goes +2/+3 for each level. However, with the Sooth Bell on, the amount is increased by 1.5x.
So to round it up:
- Hatch an egg from Swadloon
- level it up while holding the Sooth Bell. Having it battle high level Pokemon is the best way. Making it hold the Lucky Egg actually might be better than the Sooth Bell.
- go to the Massage Lady in Castelia Street (GameFreak Building)
- Give it EV-berries (the berries that decreases EV values; give it the defense berries)
There is one thing you'll have to accept: there is no painless way. Happiness Pokemon are harder to get than any other (save for Milotic) due to the obvious methode by which they evolve. However, Happiness Pokemon can make good use of Return though if EV trained.
