The presiding President Herbert Hoover felt the country and economy should fix itself and followed a strategy of being quiet and firm, ignoring/ downplaying the bad conditions, using military force to suppress dissent (the Bonus March riots).
The challenging candidate Franklin Roosevelt felt the government was there to help the country and fix it and the collapsed economy, he was aggressive, out going, talked about all the bad conditions but was upbeat about them and said he'd use the military to help the public not shoot them.
Roosevelt's victory signaled the start of 'modern' government where the government is expected to be active in helping the country, building it up, fixing the economy and servicing the citizens, instead of being passive, quiet distant and small minding it's own business.
